Executive overview
International healthcare procurement is the cross-border equivalent of the in-country procurement function — sourcing, qualifying, contracting, shipping, clearing, and delivering medical equipment, devices, and consumables across national borders. It is materially harder than domestic procurement because every transaction sits at the intersection of two regulatory regimes, two customs authorities, two currencies, two languages, and at least two time zones. Coordination failure between those is what causes the delays and the cost overruns.
