    Chapter 01

    Public-sector medical procurement done right

Public-sector medical procurement runs to a stricter playbook than private-sector procurement: tender processes are formal and time-bound, technical specifications are exact, documentation requirements are extensive, and procurement decisions are auditable. The supplier base that can respond reliably is smaller than it looks from the outside. We are part of that base.

We respond to government medical procurement tenders across the UK (NHS frameworks), EU (EU public procurement directives), Middle East (MOH tenders), Africa (national MOH tenders, donor-funded procurement), and Asia (public-sector hospital tenders). Each region has its own structure; the underlying discipline is the same.

    Chapter 02

    Tender response packages

Tender response is documentation work. Our tender response packages include: technical documentation matched line-by-line to the tender specification; commercial pricing in the tender currency with optional alternative-currency views; delivery terms with realistic lead times against the manufacturer's production schedule; warranty and after-sales support commitments documented per line item; manufacturer authorisation and regulatory standing evidence; and references where the tender requests them.

We structure the response to make the evaluator's job easy. Tenders are won as much on response clarity as on price.

    Chapter 03

    Framework contracts and call-off

Public-sector buyers often run framework contracts that allow ongoing call-off without re-tendering each order. We respond to framework opportunities directly where we hold local entity standing, or through partner channels in markets where we do not. Once a framework is in place, call-off is straightforward against the agreed pricing and SLAs.

    Chapter 04

    Donor-funded public-health programmes

A significant share of medical-device demand in lower-income markets is funded by donor programmes — Global Fund, PEPFAR, Gavi, Unitaid, World Bank, regional development banks. Donor procurement typically requires WHO PQ-listed product and specific quality standards. We supply WHO PQ-listed diagnostics (HIV, HCV, HBV, malaria, TB) into donor-funded programmes through their procurement agencies.

    Chapter 05

    Bonds and financial guarantees

Government tenders frequently require bid bonds, performance bonds, and warranty bonds. We support these through our banking partners. For larger projects we can also introduce export-credit and trade-finance partners to structure deferred payment or supplier-credit arrangements.

    Chapter 06

Audit trail for every procurement decision

Every procurement decision we make on a public-sector engagement generates an auditable record: which suppliers were invited, what was quoted, why the selected supplier was chosen, what documentation was pre-cleared, what was shipped, what was delivered. This audit trail matters for any public-sector buyer that needs to demonstrate procurement integrity — and for any organisation preparing for an external audit.
